Office Safe Too Heavy? Hong Kong RSE Structural Reports and Floor Loading, Explained
Quick answer: When you place a heavy commercial safe in Hong Kong and its concentrated weight exceeds the floor’s design load, the building management and the Deed of Mutual Covenant (DMC) will usually require a structural assessment report from a Registered Structural Engineer (RSE) confirming the floor can carry the load — with steel plates to spread the weight where needed. What is an RSE report?
An RSE (Registered Structural Engineer) is a professional registered under Hong Kong’s Buildings Ordinance (Cap. 123) who is qualified to take responsibility for the structural design of private buildings. An “RSE report” is that engineer’s assessment (sometimes jointly with an Authorized Person, AP) of whether a floor can safely carry a specific load, setting out any load-spreading measures required. For a heavy office safe, this report is a common prerequisite for management to approve delivery and installation.
What are Hong Kong’s floor-load limits?
Floor capacity in Hong Kong follows the Code of Practice for Dead and Imposed Loads 2011 (2021 amendments, Buildings Department), which sets minimum design imposed loads by use. Typical values (uniformly distributed; 1 kPa ≈ 102 kg/m²):

Key point: these are uniformly distributed loads (spread evenly across every square metre). A safe is a concentrated load — its weight bears down on a small footprint. That’s where the trouble starts.
Why do heavy safes exceed the limit?
The maths makes it obvious. A 1-tonne (1,000 kg) commercial safe may sit on a footprint of only ~0.4 m², which works out to roughly 2,500 kg per square metre (~24.5 kPa) — nearly five times over even a 5 kPa commercial floor. That is why office safes above 500 kg almost always need a structural assessment.
How does load spreading work?
The fix is to “spread” the concentrated weight over a larger area so the pressure per square metre falls within what the floor can bear. This is normally done with steel bearing/spreader plates under the safe that distribute the load — ideally directing it over a beam or column rather than the middle of a slab. The plate size, thickness and position are specified by the RSE based on actual calculations and written into the report. This step cannot be guessed.
When is an RSE safe report required?
- The safe’s weight/point pressure exceeds the floor’s design load
- Building management or the DMC requires structural justification
- The safe sits on an upper-floor slab (not ground level or a podium on grade)
- A fit-out reorganises where heavy items are placed
